Minnesota
In-State Partners:
Minnesota State, The Minnesota Education Equity Partnership
Minnesota State aims to eliminate educational equity gaps at every Minnesota State college and university through intentional systems and culture change, advocacy, and cross-state collaboration.
Details the state of Minnesota’s current higher education financial aid system and the limitations in reaching racially equitable results for students of color and American Indian and/or Indigenous (POCI) students. Presents concrete financial aid policy recommendations for the purpose of increasing college persistence and completion for POC students.
Describes the state’s progress toward core metrics and 2025 benchmarks that were adopted by Minnesota State to align transfer to the system’s Equity 2030 initiative.
Texas

Charles A. Dana Center at the University of Texas-Austin
The Texas Transfer Alliance is a collaboration of Texas universities and community colleges focused on improving transfer student outcomes. Led by the Charles A. Dana Center at The University of Texas at Austin, the alliance is guided by representatives from: Texas A&M University System, Texas Association of Community Colleges, Texas State University System, University of North Texas System, and the University of Texas System.
The Alliance’s work is designed to help Texas institutions meet goals for improved student success, including the 60x30TX goals as outlined by the Texas Higher Education Coordinating Board.
Virginia

Transfer Virginia
This companion document to Code of Virginia § 23.1-907, which requires SCHEV, in collaboration with two- and four-year institutions, to develop guidelines for articulation, dual admissions, and guaranteed admissions agreements, provides background information and data on transfer in Virginia, statewide transfer goals, and a list of actions institutional leaders can take to support transfer student success.
Transfer Virginia focuses on one overarching goal: Improve the efficiency of the transfer system while closing the gap for underrepresented populations and Pell Grant recipients. Related goals include developing a Passport and Uniform Certificate of General Studies, creating program maps and transfer agreements, launching an online transfer portal, and more.
